Description
Question Submitted: PRODUCT ITEM DESCRIPTION (PID) section 3.27.1 discusses the paint requirement for the SCAMP II crane. Specifically, MIL-DTL-53072 is cited along with MIL-PRF-32348 Type III, but nowhere in this section, nor in any other section or document published with the SCAMP II solicitation, is described the following: Shall 100% of every CARC paintable surface be painted to the required CARC standard, or should Line of Sight CARC paintable surfaces be painted to the required CARC standard? If Line of Sight (LoS) is the acceptable method of determining paintable surfaces, what LoS parameters are to be utilized to determine such surfaces? The base crane for this requirement is a Commercial product and is not normally treated with a Chemical Agent Resistant Coating. The process of applying CARC paint to all CARC paintable surfaces of the crane is certainly manageable, but will add significant time and cost to the project as compared with Line of Sight. Government Answer: 100% of every CARC paintable surface shall be painted in accordance with the prep and priming guidelines of MIL-DTL-53072.
