The United States Coast Guard (USCG) intends to award a Firm-Fixed Price (FFP) sole source contract for the acquisition of two (2) AFT Boat Handling Systems in support of the National Security Cutter (NSC) Program. The requirement for an Aft Boat Handling System comprises three (3) folding boom cranes with a lifting capacity of 15,400-lbs up to Sea State Level 5. The system is designed to operate two (2) cranes in tandem to lift the USCG Long Range Interceptor-II (LRI-II) weighing in excess of 19,000-lbs. The proposed contract will be awarded to the following Original Equipment Manufacturer (OEM): Appleton Marine, Inc. 3030 E. Pershing Street Appleton, WI 54911-8671 This procurement is conducted under Federal Acquisition Regulation (FAR) Subpart 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Award of this requirement to any other source would result in the absence of continuity with all other systems currently installed on the National Security Cutters (NSCs) and would result in--- (A) Substantial duplication of cost to the Government that is not expected to be recovered through a competition would cause, and as well--- (B) Unacceptable delays in fulfilling the agency's requirements timelines. (See 10 U.S.C. 2304(d) (1)(B) or 41 U.S.C. 3304(b)(2) to have all 418 ft. WMSLs equipped the same. This is not a request for competitive quotes or proposals. However, interested parties who believe they can meet the requirements may submit, in writing, complete information describing their ability to provide the services/supplies as detailed above. All responses received within fifteen (15) days of the issuance of this notice will be considered by the Government. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Submission of information does not guarantee this requirement to become a competitive procurement. A determination will be made by the Government based on response to this notice, and is solely within the discretion of the Government.
