NAVSUP Fleet Logistics San Diego (FLCSD) intends to award a Sole Source contract to Strategos Technology Transference, LLC, 1774 E Chase Ave, El Cajon, CA 92020 for the procurement of original part numbers of the Combat Recovery, Neutralization and Exploitation (CRNE) and Expeditionary Lift Balloon (ExLB) systems manufactured by Strategos Technology Transference, LLC that the government owns. The following are the part numbers: 3ea (STT-DLB) Dual Lift Bridge Connector for CRNE and ExLB, 10ea (STT-IVA) Automatic Inflation Valve assembly systems, 10ea (STT-1660) Modified/Vented Pelican 1660 Storage Case, and 22ea (STT-QD Retro) Quick Disconnect Pneumatic system retrofit for CRNE/EcLB air systems. These will be used to add to the utility, capability and mission effectiveness of the existing systems and are available only thru the original manufacturer. This is in support of Explosive Ordnance Disposal Expeditionary Support Unit One in accordance with the Performance Work Statement (PWS). No equals will be accepted and this is an All or None Notice of Intent. FLCSD will use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). The proposed contract action is one in which only a responsible source will satisfy the agency requirements (See FAR 6.302-1(b)(1)(i)) Only one responsible source and no other supplies and services will satisfy agency requirements). In accordance with FAR 5.102(a) (6), the required justification documentation is attached (See Note 22). This Notice of Intent is not a Request for Quotation (RFQ). No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit information that clearly demonstrates their capability to meet all requirements listed in the PWS including a class itinerary and how all contractor furnished items will be provided in response to this notice due by 4:00 PM (PST), 29 June 2020 via email only to
[email protected] . A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. The contractor will not be reimbursed for any expenses related to responding to the Notice of Intent.
