REQUEST FOR INFORMATION- REQUEST INDUSTRY PROVIDE INFORMATION AND A BUDGETARY COST ESTIMATE FOR TURN-KEY SUPPLY, INSTALLATION AND TRAINING FOR A DEBURR MACHINE AT TOBYHANNA ARMY DEPOT, TOBYHANNA PA 18466 BACKGROUND AND BASIC REQUIREMENTS This Request for Information (RFI) is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for providing the turn-key installation of a Deburr Machine to include all necessary engineering and design; to include the site preparation work; the supply, delivery, installation, documentation and personnel training for a Deburr Machine. This RFI is issued solely for market research information and planning purposes only and does not constitute a solicitation. Responses will be treated as information only and will not be used as a proposal. The information submitted in response to this RFI may be used to help the Government further define its requirements. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to make an award on the basis of this RFI. Companies responding to this RFI are advised that a response does not ensure participation in a future solicitation or contract award. The Government will not reimburse participants for any expenses associated with participation in this RFI. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to this RFI that indicate that the information therein is proprietary, or represents confidential business information, will be received and held in confidence. Proprietary information submitted as part of responses to the RFI should be clearly identified and it will be treated as such. The Government reserves the right to follow up on a one-on-one basis with RFI respondents to gain additional information or clarity about information submitted. DRAFT GENERAL REQUIREMENTS The Government is seeking to identify contractors capable of satisfying this requirement at the prime contractor level with full responsibility for contractor and sub-contractor personnel, equipment, and services. The Government requests that submitting contractors identify a representative to support further Government inquiries and requests for clarifications of the information provided. Respondents should indicate which portions of their response are proprietary and should mark them accordingly. DRAFT General Deburr Machine Information • Deburr Machine to be delivered to Tobyhanna Army Depot in Tobyhanna, PA, and installed within a building at Tobyhanna Army Depot. • Deburr Machine to handle maximum sheet size of 96" x 48". Sheets to be processed through the machine will be only aluminum, all grades. • Deburr Machine to have a vacuum table for processing parts. Deburr Machine is to be a dry part processing machine connected to a wet dust collection system to be included with the machine. • Deburr Machine to process parts of 0.024", minimum thickness, up to 6.5", maximum thickness. • Deburr Machine to be fully PLC-controlled with program memory storage. The PLC shall use graphical representations and English language for programming. • Identify all utility requirements. • Minimum 4 internal working stations. Identify whether a blank 5th working station is available for the machine and whether it can be configured for use of either belt or brush. Describe ease of configuration of 5th working station. • Identify smallest-sized part that can be processed by the machine. • Identify whether machine comes with an electronic gauge for measuring material thickness prior to processing of part. • Identify training that is offered for operator personnel and for maintenance personnel. • The below are updated requirements for all Information Technology (IT) equipment. Definitions This section contains explanations of terms used in this document. They are taken from, and not to supersede, those definitions given in Army Regulation (AR) 25-1. All terms used in this document are in accordance with AR 25-1. Hardware Requirements Without exception, all Information Technology (IT) equipment shall comply with any and all applicable Security Technical Implementation Guides (STIGs) and Security Requirement Guides (SRGs) as published by the Defense Information Systems Agency (DISA). This includes STIGs and SRGs regarding physical security. STIGs can be publically viewed on the DISA website. In addition, all IT equipment will comply with relevant Department of Defense (DOD) guidance and mandates regarding hardware lifecycle upgrades. Only standardized, Government owned, managed, and maintained computing hardware shall be utilized as workstations or servers. A way to disable unused and unwanted interface ports and devices such as Ethernet or USB must be provided. Upon solicitation, plans to meet these requirements must be laid out by the vendor and deemed acceptable by TYAD. Also upon solicitation, vendor must submit detailed part information of all IT equipment and IT components to be delivered to TYAD. Prior to final award the vendor must be able to provide documentation as proof that these requirements have been met. Software Requirements Without exception, all IT equipment shall comply with any, and all, applicable STIGs and SRGs developed by DISA, as well as relevant Army guidance, and mandates. All are publically available on the DISA website. Any, and all software intended to be used on, with, or in support of an IT equipment is required to have a current and valid Authority to Operate (ATO), and approval from TYAD Configuration Control Board (CCB). ATO, and CCB approval are to be provided by TYAD but are contingent on the vendor meeting the requirements in the SOW. There must be a way to perform audits on machine usage with timestamped logs. Further audit requirements are detailed in the STIGs and SRGs. Upon solicitation, plans to meet these requirements must be laid out by the vendor and deemed acceptable by TYAD. Also upon solicitation, vendor must submit detailed software information of all software and software packages existing on IT equipment and components to be delivered to TYAD. Prior to final award the vendor must be able to provide documentation as proof that these requirements have been met. Support Requirements All IT equipment are required to have a valid support contract for at least the software and firmware. While a support contract is in effect the following requirements and all those listed in applicable DISA STIGs and SRGs, as well as relevant DOD guidance, and mandates shall apply. Testing Requirements The vendor and any and all of their sub-contractors, shall provide additional hardware and licenses to simulate all system functionality in a laboratory environment. These assets are to be used for testing purposes only and will not be deployed for production use. In order to ensure that security updates and configurations do not interfere with IT equipment in production use, the government requires the ability to test a representative system in a controlled laboratory environment. Services and Equipment Information The Government is interested in obtaining information from companies that can provide turn-key design, supply, delivery, site preparation, installation, documentation and training. As a turn-key installation the company will be responsible to supply all personnel and equipment to engineer and design the Deburr Machine; supply, deliver, assemble and install the new Deburr Machine; supply all appropriate documentation for the Deburr Machine; and to train Government personnel in the operation and maintenance of the new Deburr Machine. A Budgetary Cost Estimate by respondents is requested with response to this RFI. The Budgetary Cost Estimate should include the costs associated with the DRAFT General Deburr Information and Services and Equipment Information. As a part of the Budgetary Cost Estimate respondents should take into account any and all costs associated with making the Deburr Machine compliant with the IT requirements listed above.
