Notice of Intent to Award Sole Source Contract

NOTICE OF INTENT TO AWARD SINGLE SOURCE CONTRACT The 90th Contracting Squadron at F.E. Warren AFB, WY, hereby gives notice of their intent to award a firm fixed price purchase order to Excel Driver Services, LLC., on a sole source basis utilizing FAR 13, Simplified Acquisition Procedures in accordance with FAR 13.106-1(b)(1)(i), only one responsible source and no other supplies or services will satisfy agency requirements. The 90th Contracting Squadron has a requirement for a Kenworth T680 Simulator 5-year Extended Warranty. There is currently a Kenworth T680 Simulator in use at FE Warren Air Force Base. Excel Driver Services, LLC is the sole source manufacturer / developer of this device, as such Excel Driver Services, LLC is the only manufacturer that has the required software source code, hardware and expertise necessary to provide any required updates/maintenance to the Kenworth T680 Simulator. Therefore, in order for FE Warren AFB to update and maintain the Kenworth T680 Simulator, the extended warranty services will need to be purchased from Excel Driver Services, LLC. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) Code the intended procurement is classified under NAICS code 333310 with an SBA Size Standard of 1,000 employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2023-05 effective 9/7/2023. Warren AFB, WY This notice of intent is not a request for competitive proposals; a solicitation document will not be issued. All information received within seven days of the date of this notice with pricing and sufficient technical documentation to establish bona fide capability (i.e. unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Destination, the Unique Entity ID (UEI), the Taxpayer Identification Number (TIN), and the certification of business size) to meet the requirement will be considered by the 90th Contracting Squadron. NOTE: All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses to this notice shall be submitted electronically by 1600 Mountain Daylight Time, on Thursday, 21 September 2023, to the Contract Specialist, Michelle Crenshaw at [email protected] and the Contracting Officer, Lisa M. Obenchain at [email protected] . A determination not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the 90th Contracting Squadron.
