Notice of Intent to Make Sole Source Purchase Order for Rental of Rock Crushing Equipment

The Chattahoochee-Oconee National Forest intends to issue a sole source purchase order to IronWolf Manufacturing, LLC of Noble, OK for two-to-four week rental of an IronWolf 6.540 Rock Crusher mounted on a Cat 950G Wheel Loader, including delivery to and return from Georgia and instruction to the local operators. The purpose of this rental is to provide equipment to an existing road maintenance contractor for refurbishment of Forest Service roads. The equipment must be capable of crushing roadbed rock up to 12 inches below grade. The anticipated value of the order is less than $50,000. Authority for this single source procurement is FAR 13.106(b) for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. A sources-sought synopsis issued in 2011 and a following competitive solicitation for maintenance services using a rock crusher produced only responses from contractors intending to use IronWolf equipment. No other comparable equipment is know to be reasonable available for rental work in Georgia. This notice is not a request for competitive quotations. No solicitation document is available and telephone requests will not be honored. Any firm that believes it can provide the equipment listed may submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this proposed order based on responses to this notice is solely at the discretion of the Government.
