NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES . This is a notice of intent to award a sole source contract under the statutory authority of 15 U.S.C 637(m) and in accordance with FAR 19.1506 . The Reference Number is FA441821Q0022. The 628th Contracting Squadron (628 CONS}), 101 E. Hill Blvd, Joint Base Charleston, South Carolina (JB CHS), intends to award a single source contract for two Heavy Equipment Simulators, brand name or equal to SIMFORMOTION CAT Simulators. The simulators must be capable of operating without an internet connection. The heavy equipment simulator base units must possess a removable motion platorm and actuators to allow the simulators to operate with or without motion. The simulators must be compatible with conversion kits and capable of loading software for present and future heavy equipment simulators. The simulators must be supplied with conversion kits to convert the base unit simulators into Hydraulic and Advanced Construction Excavator Simulator, Advanced Dozer / Track Type Tractor Simulator, Small Wheel Loader Simulator. Simulators and conversion kits must possess OEM controls, joysticks, and switches, and possess a Training Records Management System, which measures training exercises, provides progress reports and provides a pass or fail score, in order to allow prisoners in the Naval Consolidated Brig Charleston's Vocational Education program to earn credit towards DoL and National Center for Construction Education and Research (NCCER) training and certifications. On-site train the trainer type training must be provided on operation and capabilities of the simulators upon installation. A minimum of 12 months phone and email technical support and maintenance, and software upgrades must be provided with possibility to renew at end of 12 months. 628 CONS itends to make an award to Simformotion, LLC., 316 SW Washington St, Suite 300, Peoria, IL 61602. Market research was performed and information gathered in determining this company to be a suitable source for this requirement. In accordance with FAR 5.207(c)(15), the proposed contract action is for supplies for which the Government intends to solicit and negotiate with a single source based on the statutory authority of 15 U.S.C 637(m) and in accordance with FAR 19.1506. This notice of intent to award is not a request for competitive proposals; however, responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
