--Notice of Proposed Contract Action - Intent to Award a Sole Source IDIQ Contract

This announcement is notice of intent to award a sole source Indefinite Delivery Indefinite Quantity contract in accordance with FAR 6.302-1. The services to be acquired are Metal Fin Pipe Foundation Utilization Fees and Equipment Rental Fees for Primary and Secondary Fencing and Permanent Vehicle Barriers along the Southwest Border of the United States. This project is for approximately 75 mil es of barrier and/or fencing to be completed over a 36-month period. The North American Industrial Classification System (NAICS) code 332999 business size standard is 500 employees. The sole source contractor is Power Contracting, Inc., 2200 Spring Garden Avenue, Pittsburgh, Pennsylvania 15212-3146. This action is considered a follow-on contract for highly specialized services from two previously competed best-value solicitations. T he U.S. Army Corps of Engineers, Fort Worth District entered into a licensing agreement with Power Contracting, Inc. to rent the patented equipment and to obtain the fabricated materials to build the barrier and/or fencing by U.S. Military troops. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, the government will consider responses received by March 23, 2007. A determination by the Government not to compete the proposed acquisit ion based upon responses to this notice is solely within the discretion of the Government.
