N0016419SNB90 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - 9-Bang Flash Bang Grenade - FSC 1330 - NAICS 332993 Issue Date: 13 MAY 2019 - Closing Date: 28 MAY 2019 MARKET SURVEY - SOURCES SOUGHT: The Government is issuing this RFI/sources sought announcement as part of a continued market survey. Naval Surface Warfare Center (NSWC), Crane Division is seeking information from industry pertaining to the 9-Bang Flash Bang Grenade. The 9-Bang Flash Bang Grenade will consist of a grenade with a fuze, delay, and energetic compositions to produce 9 flashes and bangs from a top and/or bottom venting device. This is a diversionary hand grenade meant to distract personnel. This effort is underway to gauge potential interest, establish the current state of industry, identify marked improvement in performance over fielded equipment, and assist in specification refinement and validation. The Government is seeking companies with the capabilities and facilities to design and produce flash bang grenades in general and a 9-Bang Flash Bang Grenade specifically based on available draft performance specifications. The draft performance specification for Grenade, Hand, Diversionary, 9-Bang MK MOD is available upon request. Potential sources will be required to provide fifty (50) product samples for testing and three (3) inert models with submission of the Request for Proposal (RFP). The Government is interested in knowing the time frame when product samples, including the inert models, could be provided. The Government is specifically interested in responses to the following: • Product Sample Lead Times • Material Lead Times • Availability • Budgetary Cost Estimates Potential sources should also provide any test results on the item, if applicable. A technical description of the product, such as physical characteristics, operational features, performance data, photographs, and a rough cost estimate should be included. Submissions may be sent by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. All interested parties are strongly encouraged to submit an abbreviated synopsis or white paper, preferably in the form of a "Quad Chart." This white paper should not exceed ten pages, with an executive summary on the effort, a technical description of the effort, a preliminary schedule, identification of risks, and current Technology Readiness Level (TRL). Offerors should submit white papers electronically prior to 3:00 p.m. Eastern Time on 28 May 2019. White papers may be submitted any time prior to the expiration of this announcement. Submissions received after the expiration date may not be considered by the Government. Responses from Small and Disadvantaged Business firms are highly encouraged.
