On behalf of the Office of the Project Manager Combat Ammunition Systems (PM CAS), the U.S. Army Contracting Command – New Jersey (ACC-NJ) has awarded sole-source modifications executed to American Ordnance under Contract W15QKN-19-D-0109 (Modification P00003) on 21 September 2023 and to General Dynamics Ordnance and Tactical Systems (GD-OTS) – Niceville under Contract W15QKN-19-D-0110 (Modification P00007) on 21 September 2023. These contracts are under a multiple award, Indefinite Delivery/Indefinite Quantity (ID/IQ), Firm Fixed Price (FFP) Contracts for the production and delivery of the Modular Artillery Charge Systems (MACS) M231/M232 Type Load, Assemble, and Pack (LAP) for the 155mm Propelling Charges. The purpose of the Modifications was to increase the maximum contract ceiling amount by $430,416,974.58, FROM $133,212,118.80 TO $563,629,093.38 (combined for both contracts above) in support of the Presidential Buyback Effort to support the War in Ukraine. These modifications were executed in accordance with 10 U.S.C. 3204(a)(3)(A), as implemented by FAR 6.302-1(a)(2)(ii)(B), Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements.
