MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of market research to investigate the availability of a lightweight .338 caliber cartridge to be used in bolt-action sniper rifles. All interested sources are encouraged to submit company and product literature, test results, and other pertinent information for the Government’s consideration. Preferably the offering should be at a minimum Technology Readiness Level 7 (prototypes already tested). The lightweight cartridge case should be at least 30% lighter than the current brass case round. The desired precision is no less than 1.0 MOA Extreme Vertical Spread (EVS) at 1,000 yards and 1.5 MOA EVS at 1,640 yards. Projectile velocity shall be optimized for precision at 1,640 yards. The maximum spread and standard deviation of the corrected muzzle velocity at ambient temperature should be minimized to the greatest extent possible. Chamber pressures shall be within safe limits as prescribed by applicable industry standards or manufacturer’s recommendations. The cartridge shall function reliably in an operating temperature range of -20°F to +165°F. The propellant shall offer temperature stability such that the chamber pressures remain within safe limits as described above, and the variance between corrected average muzzle velocity at -20°F and corrected average muzzle velocity at +165°F is minimized to the greatest extent possible. The variance between corrected average muzzle velocities at extreme temperatures and corrected average muzzle velocity at 70°F should also be minimized to the greatest extent possible.
