10--Justification for other than full and open competition for the acquisition of Munitions Simulators (UTM for M16-M9-M249-conversion kits)

The USP&FO-GA has a requirement for training munitions simulators for the M16/M4-M9-M249 and conversion kits for these weapons. Sole source is requested because 11B instructors are required to be certified with these kits and all current 11B instructors have been certified to train with UTM products, these products are already approved and the ammo used is currently in stock and available on Ft Stewart, GA for these products. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one (1) source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date of the solicitation will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See attached J&A for further details.
