Request for Information for Aerial Cable Range Kevlar Rope Replacement Contract The Government is only conducting market research and attaining information to identify contractors that are able to provide the item listed below and the cost associated to acquire this specific item. All information provided is STRICTLY VOLUNTARY. The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Provide suggestions on how the requirement could be structured to facilitate competition by and among small business concerns. Describe any conditions, if any that may limit small businesses from participation. This is NOT a request for quote, invitation for bids, or request for proposals. Requirement: RFI to manufacture of the main three mile Kevlar ® rope for the Aerial Cable Range (ACR) and post mortem testing of retired ACR Kevlar Ropes. Interested sources with a proven history of manufacturing large (greater than one mile in length and break strengths in excess of 450,000 lbs) synthetic fiber 30-strand wire-lay with stranded jackets ropes, Interested sources must demonstrate the manufacturing capability and provide independent laboratory test data verifying that they can furnish ropes that meet the following criteria: The rope design shall be a complex 30 (1/6/12/12) strand right regular lay nested wire rope construction, with DuPont's Kevlar Ò 129 with 960 finish fiber (or approved equal). All inner strands shall have a braided polyester (or approved equal) jacket. The outer strands shall have a polyester (or approved equal) and Kevlar Ò jacket. The minimum continuous length without any splices except at the fiber level is 17,300 feet. The minimum rope break strength based on an average of three rope samples shall be greater than 475,000 pounds force. The rope diameter as delivered shall not exceed 2.45 inches. The mean diameter of the rope, as measured on the eleventh load cycle at a tension of 150,000 pounds force shall not exceed 2.10 inches. The rope elongation shall not exceed 2.4% when the rope is under a tension of 200,000 pounds force. This measurement shall be made on the tenth load cycle. The rope shall be capable of surviving 50,000 bending cycles over 60-inch diameter sheave at a tension of 100,000 pounds. The stroke length shall have been a minimum of 12 feet, and a minimum cycle rate of 500 bending cycles per hour. Test data shall verify that no outer strand looseness was present when the rope samples used in the above tests were relaxed to zero tension. Demonstrated ability to meet or exceed trolley abrasion resistance and friction capabilities as outlined in the Tension Member Technology Report Number FR-2082-3F (available upon request). The ability to handle the rope as manufactured (under no tension), for installation capability at the ACR, without experiencing bird caging or herniated inner strands shall be demonstrated. Please describe what tasks your company would need to accomplish during a phase-in period in order to commence full performance based on the required work?
