THIS IS A NOTICE OF RESPONSE TO SOLICITATION QUESTIONS: This procurement is 100% set aside for Historically Underutilized Businesses. The Naval Air System Command (NAVAIR), Patuxent River, Maryland, intends to competitively award a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Five Year Multiple Award Contract (MAC) for the production, and/or refurbishment and/or retrofitting of Metal Weapons Containers. The following questions were asked by a potential offerors and the following answers are provided to all offerors: Question: Section L, Part A, paragraph 1.0 refers to a Manufacturing Plan and a Quality Plan “required as part of the proposal”. However, they do not appear in Table 2 Proposal Format. Please clarify. Answer: Amendment 0002 was issued as a result of this question and provided to offerors via email and DoD SAFE. This amendment clarifies that the Quality Assurance Plan and the Manufacturing Plan are not required to be submitted as part of the proposal. The proposal due date is not changed as a result of this amendment. Under Section L, - Instructions, Conditions and Notices to Bidders, paragraph 1.0 GENERAL, the following sentence is hereby changed, From: Each offeror receiving an award under the MAC will receive a onetime payment of $1,000 for costs associated with the Quality Assurance Plan and the Manufacturing Plan required as part of the proposal. This payment and the final delivery of the two Plans with Government Purpose Rights will be included as part of the first delivery order awarded to each MAC awardee to meet the minimum guaranteed quantity under the terms of the IDIQ contract . The Government shall use the reports to evaluate future Delivery Orders. Question: “We are not sure what the instruction for submission is saying”: 2.2.1 Electronic Proposal Media Paragraph 1, “ 24 hours prior to your planned submission day/time.” Paragraph 2, “This must be complete 24 hours before the proposal receipt due time and date.” Does this mean “at least 24 hours” or “within 24 hours” of submission? Does this mean the request for drop off must occur on Sunday 26 July 2020 5:00 PM Eastern Time?” Answer: In regards to the 24 hour notification for DOD SAFE invitation to submit proposals, a DODSAFE invitation is required to be provided by a Government POC in order to submit proposals. The due date and time for submission of proposals is 27 July 2020 no later than 5PM Eastern Time. So, the time to request the DOD Safe invitation and the time to receive your invitation must be considered when submitting your proposal. If the DOD SAFE request is not received by 5PM on 26 July (24 hours before the due date/time) it will not make your proposal ineligible for award, however if your proposal is not received by 5PM Eastern Time on 27 July, that will make your proposal ineligible for award. You may send your request for DoD Safe invitation prior to 24 hours. You may send the request for a DoD SAFE invitation now. The Government cannot guarantee that the DODSAFE invitation will be sent to you in time to submit your proposal unless the request is sent AT LEAST 24 hours prior to the submission time. Question: “I would like to request clarification regarding section 8.2.8 and attachment L-4. Are the offerors to submit the L-4 attachments after being filled out by the customers to you or are the customers to submit it directly to you?” Answer: Section L, Paragraph 8.2.8 2) b states, “ As stated in Attachment L-4, the reference will complete this form and return it directly to the Government by the solicitation closing date.” Question: “Section 2.1.7 requests that offerors submit volumes as 1 file, but this is contradictory of the file names requests provided in Amendment 01. I would like to submit whichever way the Government would prefer. Can you please advise if you would prefer 1 file per volume or individual files as laid out in amendment 01.” Answer: Amendment 01 would take precedent as to how the proposal are to be submitted. Question: Can the due date be extended? (Asked in various ways) Answer: The Government cannot make any changes that would impact schedule.
