34--Notice of Intent to Award - Services and Repairs of Existing Hangar Overhead Doors at Fort Drum, New York

The New York Air National Guard intends to award a firm-fixed price sole source award to International Door, Inc. for Services and Repairs of Existing Hangar Overhead Doors at Fort Drum, New York. Please see the attached Sole Source Justification & Approval. The proposed contract action, a commercial item in accordance with 10 USC 2304(c)(1) as implemented in FAR 6.302-1(a)(2)(iii) (B) - only one responsible source and no other supplies or services will satisfy agency requirements, is for procurement of services and repairs of existing hangar overhead doors at Fort Drum, New York, that were installed by International Door, Inc. Current time constraints, cost impacts, safety concerns, and current negative ramifications to the mission of Wheeler Sack Army Airfield Fort Drum, New York limit the Government's ability to seek competition for this requirement at this time. The requirement includes expedited services and repair of overhead doors at Fort Drum, New York. The Contractor shall provide an assessment, overhaul, and the return a quantity of two (2) - 75'-0 quote mark (L) x 14'-0 quote mark (H) hoist up fabric overhead doors to original OEM condition. Furnish, demo & install for repairs and preventative maintenance to include, but not limited to; two (2) cable idler pulleys w/bushings and shafts, perform preventative maintenance on two (2) parthenon doors 75' x 14', and perform adjustments and provide lubrications as needed. The Contractor shall perform a visual and technical inspection in accordance with the latest revision of the Overhead Door OEM manual and report all deficiencies found. This work will include a technical Test and Evaluation (TT&E) of all related doors and assembly components. No other source is known that makes the doors and can perform the services and repairs on the existing doors in an expedited fashion in order to meet the requirements of the Government and to ensure that there is no mission degradation or loss due to the currently inoperable hangar overhead doors.
