The 193 SOW Contracting Office intends to award a sole source Purchase Order under the authority of FAR 8.405-6(a)(1)(i)(B), due to only one source being capable of providing the supplies or services, required at the level of quality required, because the supplies or services are unique or highly specialized. The requirement is for the purchase of a Type 2 Ammunition/Explosives Magazine that meets the following specifications and characteristics: - Must be 10ft W x 13 ft L x 8 ft H per Explosive Site Plan (ESP) 18-S002 - 120/240 volt, 100 amp, single phase, 3 wire+G, 60 Hz - Installed lightning protection per NFPA 780 para 8.7.4. and AFMAN 91-201 para 5.23. - Static grounding and bonding systems are required - Surge protection installed on all incoming electrical lines - Surge protection installed on all incoming communicating lines - Any conductors, shielded cabling, power cabling, and communication lines shall be buried underground in metal conduit for a minimum of 50 ft [15.3 m] before entering an AE facility. - Able to handle 1,000 lbs of HD 1.3 explosives per ESP 18-S002 - Able to handle 3,000 lbs of HD 1.4 explosives per ESP 18-S002 - Installed explosion proof indoor lighting - Installed grounded work table - Installed 2 each 2A:10BC fire extinguishers - Ability to display 24 inch fire symbols and chemical hazard symbols on outside of the magazine - Interior surfaces will be non-combustible material, will be smooth and free of cracks and crevices to the furthest extent as possible - Floors should be finished with a static free surface that provides a coefficient of friction of at least 0.5 using American National Standards Institute/American Society of Safety Engineers A1264.2., Standard for Provision of Slip Resistance on Walking/Working Surface - EOL shall be transported and unloaded at a location determined by Government Point of Contact, at the time of delivery. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data, cost information, sufficient detail (with convincing evidence) that clearly demonstrates the capability to meet the requirement. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.
