USACE Omaha District hereby gives notice of its intention to award a sole source blanket purchase agreement to Foam Concepts, LLC for the acquisition of Equipment-less Foam Sealant (EFS) under Simplified Acquisition Procedures. The contractor shall d eliver all products necessary to provide 350 yards of EFS. Sole Source is based upon this vendor being the only manufacturer/vendor able to provide the following specifications: The foam must be portable so that foam can be backpacked to the site. i.e. specialized equipment is not required, have a consistent density at all elevations, installation must not require entrance into the mine shaft, must be inert (only effected by exposure to UV light), must be non-shrinking in dry and/or wet environme nts, and have the following: Cream time: 50 Seconds; Gel time: 206 Seconds; Tackfree time: 260 Seconds; Rise time: 268 Seconds This announcement constitutes the only notice.
