Medium Power RAM

Synopsys of proposed contract action for PPG Aerospace/Cuming Microwave Corporation to provide High Pyramidal Medium Power Radar Absorbing Material (RAM). The Air Force Test Center (AFTC), Directorate of Contracting, Flight Support Section (PZIEB), on behalf of the 412th Electronic Warfare Group (EWG), Edwards AFB, CA, intends to issue a Purchase Order to PPG Aerospace/Cuming Microwave Corporation, on a sole source basis in accordance with FAR 13.501(a)(2). See attached the redacted J&A. The anticipated contract will be a Firm Fixed Price (FFP). The statutory authority which justifies the use of sole source for this acquisition is FAR 13.501(a)(1)(ii). This authority is supported by a Justification and Approval (J&A) letter. It is the Government's intent to proceed with as a single source action. The applicable NAICS code is 326150. The size standard as defined by the U.S. Small Business Administration is 750 employees. This notice neither constitutes an RFP or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
