NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER. NAVSUP Fleet Logistic Center San Diego intends to issue a sole source award in accordance with FAR Part 15 to Rocky Mountain Scientific Laboratory, LLC, DUNS: 829934822, 8120 Shaffer Pkwy, Littleton, CO 80127-4107. This procurement is for a non-commercial supply contract that shall consist of data sets for energetic materials testing data in support of the Navy and Defense Threat Reduction Agency (DTRA) programs which are developing unique warheads with enhanced lethality. The testing is designed specifically for the Naval Postgraduate School (NPS) and is not available in the commercial marketplace. The government intends to solicit and negotiate with only one source under the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
