99--Notice on Intent to Award a Sole Source

This is a notice of intent to award a sole source, firm-fixed-price, type contract to Affymetrx Incorporated located at 3420 Central Expressway, Sanata Clara, CA 95051 under the stautory authority 10 USC 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Reponsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The contract fulfills the Government's need for commercially available DNA microarray chips, plates and other reagents required for sample processing of genomic studies. To maintain contiunity of the on-going research projects and validity of scientific research, the supplies are required for the use of the GeneChip Analyzer and GeneTitan Instruments currently in use at the US Army Medical Research Institute of Chemical Defense (USAMRICD) located at Aberdeen Proving Grounds, Maryland and the US Army Center of Envirnomental Health Research (USACHER) located at Fort Detrick, Maryland. It would not be cost effective for the Government to use different supplies because previous research would have to be repeated to ensure accurate and appropriate comparsions. Affymetrix Incorporated is the Government's only known source for these supplies. THIS IS NOT A REQUEST FOR PROPOSALS. Interested parties may provide a capabilities statement in response to the Government's requirement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must be received by 19 September 2012 at 08:00 a.m. Eastern Standard Time (EST).
