The goal of the CBC is to establish a complete drug discovery and development platform for oncology therapeutics by the formation of a new and novel network which combines academic and private drug discovery efforts with the NCI Division of Cancer Treatment and Diagnosis’ (DCTD) existing pre-clinical resources. This awarded action was a competitive procurement, utilizing a cost reimbursement type contract mechanism. The nature of the project requirements described in the Statement of Work (SOW) did not contain precise specifications to warrant a fixed price mechanism. Further, difficulty in estimating costs with accuracy did not lend this requirement for a fixed price mechanism. Therefore, a cost reimbursement type contract was appropriate for this mechanism. Sufficient safeguards were included in the contract to ensure that costs are allowable, allocable, fair, and reasonable.
