68--Critically required Medical Gas to conduct protocols for the U.S. Army Institute of Surgical Research (USAISR)

The US Army Medical Research Acquisition Activity proposes to award a Sole Source Contract Award for a follow-on contract for medical gas and cylinder rental. The current contract has reached the ceiling on the majority of its CLINs. This logical follow-on contract will allow the U.S.Army Institute of Surgical Research (USAISR) to continue to order and receive critically required gases to conduct protocols. This procurement shall be under other than full and open competition procedures in accordance with (FAR)6.302-1(a)(2)(ii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements. Award to any other source would result in unacceptable delays in fulfilling the agency's requirements. No other source can fulfill the agency's requirement in the timeframe needed without an unacceptable delay in providing the required supplies. This notice is not a request for a competitive quote. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Government's requirements and that competition of the requirement would be advantageous to the Government. If no written responses are received at least ten (10) days after the publication of this response, the purchase will be awarded without further notice.
