Notice of Intent to Sole Source

This is a Pre-Award Synopsis for the Army Contracting Command - Rock Island (ACC-RI), which serves as notification to industry, the Government's intent to solicit and negotiate with only one source under the authority FAR 8.405-6(a)(1)(i)(B) in support of McAlester Army Ammunition Plant (MCAAP). This action will be a single Firm-Fixed-Price award for a purchase order. The period of performance shall not exceed 2 months. A sole source purchase order to Ziegler Chemical and Mineral Corporation, the only source currently qualified to produce the product in accordance with military specifications in MIL-DTL-3301D and approved as a source in MCAAP Pamphlet 702-13 dated July 7, 2016 (Qualified Chemicals). The NAICS code for this procurement is 324122 (Asphalt Shingle and Coating Materials Manufacturing). This is not a request for offers. A determination not to compete this procurement, based upon response to this notice, is solely within the discretion of the Government.
