Asphalt will be 9.5 hot mix asphalt

FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A collocated road construction project will be completed under a local county grant authority for asphalt and the grant's awardee was based on lowest price offeror received by Clay County. It is expected that the Florida Air National Guard will gain economies of scale in terms of contractors mobilization, processing/mixing of asphalt and delivery costs by using the same contractor as utilized under the county grant since the projects are congruent in location and the periods of performance are overlapping. Accordingly, the cost of duplicating the effort is not expected to be gained through competitions.
