REQUEST FOR INFORMATION (RFI): SPE602-22-RFI-1000 DLA Energy – Bulk Petroleum Products Rocky Mountain/West Coast/Offshore (RMW) Program DLA Energy is seeking capability information from interested parties who can meet a need for the requirements as defined below. This RFI is for market research purposes only, assists with acquisition planning, and does not constitute a request for proposal(s), a solicitation, or a request for quote(s). If determined appropriate, a draft solicitation may be posted in the December 2021 timeframe followed by a synopsis and solicitation around January 2022. All responsible sources are encouraged to submit a response to this RFI. All information received will be considered. Failure to respond to this RFI does not preclude a firm from offering on any resultant solicitation; however, a lack of interest in this requirement may keep this effort from moving forward competitively. The NAICS for this RFI is 324110, Petroleum Refining. This RFI serves two purposes: A. To identify qualified Small Business manufacturers and non-manufacturers that are interested, responsible, and capable of providing for the Bulk Fuel requirement for the Rocky Mountain/West Coast/Offshore (RMW) purchase program, located in the United States; and B. To identify qualified sources that are interested, responsible, and capable of providing JP8 [Turbine Fuel, Aviation, JP8 (NSN: 9130-01-031-5816] to Beale AFB, CA and Edwards AFB, CA. A. Manufacturer and Non-manufacturer Small Businesses Supplying JAA DLA Energy is seeking responses from qualified manufacturer and non-manufacturer Small Businesses who are interested, responsible, and capable of providing JAA fuel [Turbine Fuel, Aviation, Jet A (NSN: 9130-00-359-2026)] to the locations listed below. JAA must conform to specification ASTM-D-1655-19. Capacity includes all domestic and foreign affiliates, all owned or leased facilities, and all facilities under a processing agreement or an arrangement such as an exchange agreement or a throughput.
