This Notice of Intent to Award a sole source contract to SpartaCraft, Incorporated under other than full and open competition IAW 10 U.S.C 2304(1) and FAR 6.302-1: Only one responsible source and not other supplies or services will satisfy the agency need to purchase 750 Heirloom Personal Effects Chests (HPECs) for the U.S. Department of the Army, Human Resources Command, Casualty & Mortuary Affairs Operations Center (C&MAOC). These are custom built HPECs designed for a specific purpose only utilized in the C&MAOC.
