2 1 Department of MEMORANDUM Veterans Affairs Date: March 31, 2020 From: Contracting Officer (CO) To: Contract File Subj: Determination & Findings 36E77620P0003 - Use of Option CLINS Findings Veterans Health Administration (VHA) Program Contracting Activity Central (PCAC) plans to issue a Request for Proposal (RFP) for the procurement of the demolition of Buildings 17, 18, 19, 21, and 23 at the VA Medical Center in Leeds, MA. The area will return to green space. Work shall include soil remediation, asbestos abatement and removal of utilities before demolition. All work must meet VHA, OSHA, EPA, and Mass DEP standards. This procurement will consist of nine (9) base CLINS and one (1) option CLIN. The one (1) option CLIN will consist of the work to be performed as part of the disposal plan IF the representative lab sample fails the Toxic Characteristic Leaching Procedure (TCLP) analysis. This work is severable, and the option CLIN will not be necessary if the representative lab sample passes TCLP analysis.
