NOAA's NMFS, Alaska Fisheries Science Center, Auke Bay Laboratories, intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Tyler Rental, Inc PO Box 8158 Ketchikan, AK 99801 . The Alaska Fisheries Science Center (AFSC), National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources. The various laboratories at the Ted Stevens Marine Research Institute (TSMRI) in Juneau, Alaska, require a number of pure, research-quality compressed gases, at irregular intervals, to operate a number of sensitive, analytical instruments. Some of these machines require a constant supply of a carrier gas within set purity limits, without which, they may suffer severe damage to their components or consumables, resulting in additional costs and possible repairs. Contaminated tanks or unexpected gas losses may result in an immediate need for replacement to avoid catastrophic instrument failure. The contractor will provide research-grade pressurized gas cylinders of various different gases for scientific instruments to the Ted Stevens Marine Research Institute (TSMRI) at Lena Point in Juneau, Alaska. Specific gases and minimum/maximum purity grades and sizes are listed below. The contractor will deliver requested gases as needed to the TSMRI lab, pick up tanks that are empty and slated for return in a timely manner, and allow monthly rental of cylinders provided until returned. Exact quantities and gas specifications are not known ahead of time, but at least one each of the gases listed needs to be available within 24 hours of our request so that laboratory instruments and research are not compromised. We estimate needing to rent between 15 and 20 cylinders on a monthly basis for the Base year of the contract and each Option year. Options may be exercised if Price is determined to be the Best Value for the Government, if Government and Contractor agree to exercise it, providing that the funding is available. Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 13. The anticipated value will be under the Simplified acquisition procedures with an estimated value of less than $150,000.00 for the life cycle.
