NAVAL SUBMARINE BASE (NSB) KINGS BAY, GEORGIA ENERGY CONSERVATION MEASUREMENT (ECM) UTILITY ENERGY SERVICE CONTRACT (UESC)

The Naval Facilities Engineering Command, Southeast, Jacksonville, FL, intends to award a Utility Energy Service Contract (UESC) on a sole source basis to the Georgia Power Company, the servicing utility provider for Naval Submarine Base (NSB) Kings Bay, Georgia under the authority of 10 U.S.C. 2913 which authorizes the Department of Defense to acquire Energy Conservation Measures (ECM). This project will involve the reduction of energy consumption which may include the replacement, retrofit and/or installation of facility HVAC and mechanical systems, water systems, lighting systems, and control systems and other potential cost effective ECM’s as identified by the utility provider and accepted by the Government. Interested utility providers must identify their interest and ability to meet requirements stated herein and submit a statement of corporate capabilities for consideration. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer.
