Notice of Intent to Enter into a Utility Energy Services Contract for Energy Conservation Measures in Navy Region Northwest

In accordance with 10 USC 2319(d), Naval Facilities Engineering Command Northwest intends to enter into an agreement with a local serving utility provider. The legislation cited above authorizes military departments to enter into sole source agreements and accept rebates from their utility provider in order to implement energy conservation measures. This project will be implemented by the utility provider in accordance with this legislation. The improvements planned to be included in this agreement include HVAC upgrades and retro-commissioning at various buildings at Naval Air Station Whidbey Island, Oak Harbor WA. The authorizing legislation limits participation to only a provider of utility services to that installation. The total amount cost of the projects is anticipated to be between $1,000,000 and $5,000,000. It is anticipated that the initial assessment for the projects will be awarded on or around 30 April 2018.
