NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT FOR MEMBERSHIP WITH INTERNATIONAL ENERGY AGENCY/GAS AND OIL TECHNOLOGIES This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this Notice is to announce the government¿s intent to negotiate a sole source contract received entitled ¿Membership with International Energy Agency/Gas and Oil Technologies¿ with International Agency Bioenergy, 33 Elm Road, Dublin, CO Dublin, 9, Ireland, based on the offeror¿s demonstrated unique capability in accordance with FAR 6.302-1, only one responsible source. The Bureau of Safety and Environmental Enforcement (BSEE) Technology Assessment Programs (TAP) is a research element in the BSEE Regulatory Program. TAP supports research associated with operational safety and pollution prevention. A primary objective of the TAP is to provide engineering support to the Bureau decision makers in evaluating industry operational proposals and related technical issues, to assess industry applications of technological innovations, and to promote the use of BAST in Bureau regulations, rules and operational guidelines. The International Energy Agency (IEA) is an autonomous organization which works to ensure reliable, affordable and clean energy for its 29 member countries and beyond. The IEA has four main areas of focus: energy security, economic development, environmental awareness and engagement worldwide. Recognizing that advances in technology is a key enabler to ensure reliable, affordable and clean energy for its member nations and beyond, the International Energy Agency established the Gas & Oil Technologies Implementing Agreement (GOT) in 2013. The goal of GOT is to create a global dialogue encouraging the development of advanced technology and the policy and regulatory drivers that allow for its use. Through this global dialogue and the strategic vision that will emerge, all of the hydrocarbon stakeholders work together to identify, address and resolve the major challenges facing the gas and oil industry. Governments, industry, research institutions and academia are invited to join the collaborative work of GOT in selected project networks. BSEE requires membership in this organization as a means to participate in the GOT projects as well as to receive the benefits of the project results. As a member, BSEE can participate in one or all of the planned research projects and play a role in deciding new areas for research. Additionally, BSEE would have access to all IEA/GOT research results.
