A--Sole Sourcce Procurement of services for the maintenance and boarding of NonHuman Primate (NHP) at WRAIR, Silver Spring MD.

The United States Army Medical Research Acquisition Activity (USAMRAA) is issuing an Intent to procure via Sole Source the award of a firm fixed price purchase order with Covance Research Products Inc, Denver PA to provide a continuation of husbandry and maintenance services of the Macaca mulatta (rhesus) non-human primates (NHPs). Covance Research Products Inc. has the unique knowledge, skills, and abilites gained in managing this colony for approximately the past 10 years. Covance technicians are also very familiar with animals in the WRAIR colony, such that their trained staff is acutely aware of each animal's personality and medical history.This unique level of understanding and familiarity is crucial to successful maintenance of animal health, breeding fecundity, and avoidance of genetic disorders in future offspring. Maintaining Covance as the animal husbandry contractor, keeps colony mortality at a minimum. Transporting the colony during the short-term bridge contract to another contractor would potentially require two moves. Transporting animals increases their stress and increases the potential of animal mortality. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible, interested parties may identify their interest by submitting capability information by Wednesday, 16 September 2015 at 3:00 p.m. EST in order to establish the ability of the responder to meet this requirement. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government; information received will be considered for the sole purpose of determining whether to conduct a competitive procurement.
