Sport Officials for USAFE theater

The government has a need to provide officiating services across the USAFE theater. We would like industries inputs on how these requirements would be met at the various locations, included, but not limited to those specified in the attached DRAFT PWS. On previous requirements, of a similar nature the government has experienced difficulty ensuring the appropriate level of official is provided for various events (i.e. intramural level officials provided to officiate varsity level events). We would like to solicit industries inputs on how the Government's requirement can be solicited to reduce the risk of such an occurrence.
