Medical Services for Spring Valley FUDS Project for the Spring Valley Formerly Used Defense Site Project, medical personnel are needed to provide on-site medical assistance and ambulance service to those working on possible chemical warfare agent burial sites. Work hours are based on a 10-hour day, the same work schedule as the contractors assigned to the chemical warfare agent investigation. The period of performance for this work is 6-months to 1-year, depending on the type of work being conducted within Spring Valley. Medical facilities eligible to apply are required to meet the following requirements: Medical support personnel must have completed an annual toxic chemical warfare agent casualty training course arranged by the United States Army Corps of Engineers. The training course will be conducted by Government provided course instructors. The medical facility should be able to send fourteen to twenty Emergency Medical Technicians and other Medical Support personnel to the training. The medical facility is able to designate a mutually acceptable physician to serve as the Medical Director and another mutually acceptable physician to serve as the Deputy Medical Director. Medical facility must supply an advanced life support ambulance licensed in D.C. who are prepared to transport workers who, after being decontaminated by the Baltimore District and stabilized by paramedics, require emergency medical treatment in a hospital. Medical facility must provide two (2) paramedics licensed by DC and registered with the National Registry of Emergency Medical Technicians and who are trained in chemical warfare agent casualty care, authorized to perform endotracheal intubation, and administer intravenous medication. These paramedics will stabilize and transport decontaminated workers requiring emergency medical treatment to a hospital. Medical facility will provide any necessary medical equipment, antidotes, pharmaceuticals and supplies, determined by medical facility, to be at the site for the treatment caused by the chemicals or chemical materials listed below (Common abbreviations are after the colon): Sulfur Mustard (See attached): H, Lewisite (See attached): L , Phosgene (See attached), CG, yanogen Chloride (See attached) CK, Chloropicrin (See attached): PS, Diphenychloroarsine (See attached): DA, Medical facility will,at the request of the Baltimore District Operations Officer, provide reasonable and limited on-site medical monitoring of the workers vital signs and based upon such monitoring, make recommendations in relationship to their ability to perform their assigned duties. However, it is the decision of the Operations Officer to permit a worker to perform such duties and the decision of the worker to perform such duties. The medical facility is not responsible for the failure of the Operations Officer or the worker to follow its advice and recommendations. Medical facility will provide basic primary care medical assistance or first aid for workers in accordance with their protocols. Assign mutually agreed upon representatives from their medical facility to attend meeting(s) held by the Baltimore District, conduct site visits, and issue reports in relationship to the provision of emergency medical treatment at the site. When determined to be medically appropriate and necessary, transport workers to an available hospital and/or an emergency department of a hospital with capabilities, physicians, and staff to provide the worker with an appropriate and necessary medical treatment. Compile a report outlining the number and type of injuries treated at the Site and any hospital. Supply the services, personnel, equipment, and other items requested by, and made available, to the Baltimore District. Maintain the enrollment of each physician providing services under the Agreement in the National Disaster Medical System (NDMS). Require each physician providing services to obtain and maintain in good standing a valid license to practice medicine in DC and all necessary narcotics and controlled substances registration numbers and licenses required for the performance of his/her duties.
