Personal Assistance Services

The United States Department Agriculture (USDA), Agricultural Research Service (ARS), Human Resources Division (HRD) has a requirement for Personal Assistance Service. USDA is going to issue a direct 8(a) award to Precision Receivable Services, LLC. Under this Agreement, contractors shall provide Personal Assistance Services (PAS) for the Department of Agriculture. PAS provides assistance with performing activities of daily living that an individual would typically perform if he or she did not have a disability, similar to home caregivers or paraprofessionals. PAS may only be provided to those with a “targeted disability”, which the Federal Office of Personnel Management (OPM) lists to include: deafness; blindness; missing extremities; partial paralysis; complete paralysis; convulsive disorders; intellectual disabilities; mental illness; and distortion of limb and/or spine. Those receiving the services include current employees, visitors, and job applicants who need assistance in performing activities of daily living to ensure that those individuals have equal employment opportunities and equal access to, and in, all relevant facilities in which components of the Research, Education and Economics (REE) mission area operate, by providing assistance in accordance with the terms and conditions of this agreement. The NAICS Code for this requirement is 561990 – All Other Support Services In accordance with FAR 6.302-1and 41 USC 25(c)(1), the Personal Assistance Services needed by the USDA is available from only one responsible source and no other type of service will satisfy the needs of the USDA. This notice is not a request for competitive quotations. No solicitation document is available is available and telephone requests will not be honored. Any firm that believes it can provide the services listed above may submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice.
