The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Businesses and Veteran Owned Businesses interested and capable of performing the work. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered and verified with the Vet-Biz Registry located at http://vip.vetbiz.gov. If offerors currently hold any FSS/GSA contracts please provide contract number and contract expiration date. The Veterans Affairs Central California Healthcare System (VACCHS) requires one (1) Full Time Employee (FTE) Registered Nurse (RN) to work in various departments of the VACCHS and eight FTE Certified Nursing Assistants (CNAs) are required in the Emergency Room (ER), Medical Surgery (MED SURG), Psychiatric, and the Intensive/Special Care Units (ICU/SCU) Departments to support Veteran beneficiaries of the VACCHS located at 2615 E. Clinton Ave. Fresno CA, 93703 and the network Community Based Outpatient Clinics (CBOC). The VACCHS requires one (1) Registered Nurse (RN) and eight (8) Certified Nursing Assistants (CNA) for complete shift coverage during any given shift seven days a week to include day, evening, night and twelve hour shifts as needed. Offerors must provide a narrative detailing their experience and capability to provide local Nursing staff to the Central California Region. The estimated numbers of hours for the CNAs is 2,064 for each FTE for a period of 12 months, and the estimated number of hours for the RN is 2080 for a period of 12 months. Personnel assigned by the Contractor to perform services covered by this contract shall be licensed or certified in a State, Territory, or Commonwealth of the United States or the District of Columbia. Offeror personnel should be local to the VACCHS area as non-local premiums will not be paid under this contract. The qualifications of such personnel shall be subject to review by the VA Chief of Staff and approval by the VA facility Director. It is the VA's intention to solicit proposals on a competitive basis for a Firm-Fixed Price contract. Proposed prices shall be all inclusive and will include insurance, benefits, and contractor's fees. The contract will be awarded as a one year contract. This solicitation will be issued as a commercial item in accordance with FAR Part 12 and FAR Part 15. NAICS is 561320. The solicitation is expected to be issued on or about 08/18/2016 with responses due on or about 08/29/2016.
