DescriptionNOTICE OF SOURCES SOUGHT: This is a Sources Sought Notice. This notice is in support of a market survey being conducted by the Air Force to determine interest and capabilities of potential sources. This notice is set-aside for Small Business with the Socio-Economic Factors of Service Disabled Veteran Owned and/or SBA Certified Hub Zone Firm. This notice is NOT A Request for Proposal; it does not constitute a solicitation, or a commitment by the Government to later publish a solicitation. The Government will not reimburse the costs of preparing or submitting a response to this sources sought notice. The requirement is to provide Art, Graphics, and Animation Services at Los Angeles Air Force Base, California. The proposed procurement will contain a base year and four option years. The North American Industry Classification System (NAICS) code is 541430 with a size standard of $6.5 million. The Government will provide the work area and furniture. A description of products required is as follows: Plaques of a trophy type nature to include desk plates and door plates. These plaques will include engraving of brass, painted brass plates and phenolic plastic plates. Estimated annual workload is 700 plaques. Electronic Imaging Center (EIC) products shall be designed and created. EIC art work will include but will not be limited to the following products: brochures, flyers, invitations, murals, posters, logos, book covers, briefings charts, certificates, checks for display, coins, maps, sign out boards and labels. The contractor will provide these products in electronic formats. Examples of formats that may be used are JPEG, TIFF, Photoshop files (PSD) and other commonly used file formats that may be associated with Windows. The estimated annual workload is 450 images. Banners and signs ranging from 20?x 24? to 4? x 8? placed on canvas, foam board, mount board or gatorboard. The estimated annual workload is 1000 banners and signs. Multi-layered displays on foam board and gatorboard, size ranging from 20? x 24? to 4? x 8?. The estimated annual workload is 500. Animation will be designed and created for broadcast elements (e.g. Program Opens, Closes, and Bumper Segments) The contractor shall also create other typical broadcast design elements such as maps and charts, over the shoulder newscaster graphics, satellite animations, and historical recreations to go along with news story content. The use of animation and rotoscoping techniques to correct video footage problems acquired in the field may required i.e. something in the shot needs to be removed, added in, and modified. Production Activity Number (PAN) productions produced locally to be broadcast daily over the Pentagon TV Channel. The design of broadcast elements extends to other Production Identification Number (PIN) video programs produced. In addition, the contractor shall maintain, modify, and troubleshoot the current Animation Toolkit and create all other program broadcast design elements (e.g. Open Teasers, Story Titles, Lower Thirds, Bumper Titles, and End Credits) and re-design elements of the program as required. Contractor shall provide Nonlinear Video Editing for custom program elements with the nonlinear editor in mind, to include pre-built video edits (for multimedia sequences), utilizing proper importation and exportation techniques of video sequences, and audio/video for import and export. Animations will always include necessary alpha channels. The estimated annual workload is 48 to 60 units. Contractor shall provide Flash Animation and CD/DVD production for local intranet, internet and interactive CD-ROM and DVD-ROMs productions. The contractor shall provide CD/DVD encoding and authoring, menu design, navigation and layout design. Also The contractor shall perform CD/DVD replication of ?master? discs, design and creation of printed disc titles and paper storage case insert paper labels, and duplication duties. The estimated annual workload is 12 to 24 units. The contractor shall perform Audio/Video Storage Area Network management to include file management, media management, archive scheduling, creation of stock video and animation libraries to include unit logos, animated backgrounds, satellite animations and all other video clips within the timeframe specified on each work request. The contractor shall provide intranet/internet streaming video, import/export programs into server, schedule broadcasts, multicast and unicast, and file and media management. The estimated annual workload is 12 to 24 units. The Government requests interested sources submit a capability package, no later than 0800 PST on 19 Feb 08.
