The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify sources (Small Businesses only) that have the knowledge, skills, and capability to perform the work concerning the potential project described below. The responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions for this project. This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this source sought, or any follow up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that their response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Project Location and Description: Ground Based Strategic Deterrent (GBSD) Integrated Training Center (ITC) at F.E. Warren AFB in Cheyenne, Wyoming. A-E services are required for performance of the following design phases: 35% Design (draft and final), Value Engineering, 65% Design, 100% Design, Back Check Phase, Ready to Advertise (RTA), Advertisement and Construction Contract Award Phase. Construct a two story, 7,108 SM (76,511 SF), Integrated Training Center at F.E. Warren AFB to support Ground Based Strategic Deterrent (GBSD) training by consolidating wing-level training for Maintenance, Security Forces, Cyber Defense, and Operations into one facility. A single training facility will reduce student transit between training venues. The new Integrated Training Center for the Ground Based Strategic Deterrent program will be located east of Commissary Road and South of Artillery Road. The structure will consist of a steel core structure with corrugated metal shell structure, concrete foundations, electrical/mechanical service and distribution components/systems, water and sewer, fire protection, lightning protection, security and communications systems. All of the new facility will be built to Intelligence Community Directive (ICD) 705 Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities. Some areas inside the Integrated Training Center will require additional security depending on the final determination for clearance levels based on the training curriculum. The Integrated Training Center will consolidate wing-level training for maintenance, security forces, cyber defense, and operations into one facility for the Ground Based Strategic Deterrent. Anticipated value of this action will be $7,750,000.00 Project Period of Performance: Design to construction period of performance is from award through 31 December 2024 (100% design). Follow-on construction contract period of performance will be three years, ending December 2027.
