The Department of the Treasury, Departmental Offices/Procurement Services Division (DO/PSD), on behalf of the Terrorism Risk Insurance Program (TRIP) Office anticipates the competitive award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract with one-year base period plus four one-year option periods. This notice is an attempt by the Government to perform market research to identify potential small businesses under a North American Industry Classification System Code (NAICS) of 524292. The TRIP office mission is to implement the Terrorism Risk Insurance Act(TRIA) of 2002 (Pub. L. 107-297, 116 Stat. 2322), as amended. The Act's purposes are to address market disruptions, ensure the continued widespread availability and affordability of commercial property and casualty insurance for terrorism risk, and to allow for a transition period for private markets to stabilize and build capacity while preserving state insurance regulations and consumer protections. The contract is for a facility and data system capable of implementing TRIA, as amended, including Treasury-issued program rules. The contractor is to translate TRIA and related regulations into tested and documented operating systems and procedures for the processing of insurer claims for the Federal Share of Compensation following a qualifying terrorist event, and upon notice, the contractor is to activate the facility, process claims and operate as statistical agent for the Program. As intended by this Sources Sought Notice, the Government is attempting to gather market research information from small business regarding their capabilities, management and technical approach to the requirements stated within this notice. Therefore, interested parties should provide their responses to the following information: (1) Listing of key personnel, skill sets, detailed relevant experience and education level of the staff available to successfully complete the activities necessary to establish, test and have at the ready the successor TRIP Claims Management Facility; (2) Management plan demonstrating the approach taken to initially acceptance test the operation and the regular testing and reporting mechanisms for the operational capability and readiness of the Claims Management Facility; (3) Technical approach describing activation activities and on-going operation of the Claims Management Facility following an act of terrorism to include necessary core staff profile, systems, identification of equipment in place to use in responding to insurer inquiries and the processing of insurer claims; and (4) Approach/plan demonstrating the contractor's ability to establish, test and report on the consolidation of information and operate as Program statistical agent.
