This is a Sources Sought Notice. This notice is only a market survey for information which will be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. This is not a solicitation for proposals and no award shall be made from this notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. The United States Agency for International Development (USAID), Office of Acquisition and Assistance (OAA) in Washington, D.C. intends to award a single award with a base year with four (4) one year options. The purpose of this contract is to acquire the services of a contractor to administer a large portfolio of loans and loan guarantees extended to foreign governments and foreign nongovernmental entities. USAID requires the contractor to have extensive experience in the administration of loans and foreign currency transactions to perform a number of services related to the portfolio. The contract services shall include receipt and disbursement of funds, loan accounting, collections, maintenance of documents, and financial reporting, among others. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities and qualification of various members of the Small Business Community to include Small Businesses, Veteran-Owned Small Businesses, Service-Disabled Veran Owned Small Businesses (SDVOB), Historically Underutilized Business Zones (HUB-Zone), Small Disadvantaged Businesses, Women-Owned Small Businesses, and 8(a) Businesses. The type of solicitation to issue will depend upon the responses to this Sources Sought Notice. It is USAID's intention to find small business sources that are qualified and/or possess the capability to perform this type of requirement. It is envisioned that the final award will be issued as a firm fixed price contract. Interested small business concerns are requested to submit (1) an expression of interest and (2) a statement of capabilities (SOC), no later than August 21, 2014 by 5:00 pm EST.
