The Federal Housing Financial Agency (FHFA) is requesting information and conducting market research for online access and Excel add-in access to financial information containing financial institution, international counterparty information and real estate sector data. It is important to note responses to the RFI/Sources Sought Notice are solely for the purpose of market research, planning, and information purposes and is not construed as a commitment by the Government to enter into a contractual agreement nor does it commit the FHFA to any course of action in the future. The Government does not intend to award a contract based solely on responses to this RFI; nor will the Government pay for information solicited hereunder. Also, this RFI does not obligate FHFA to contract for services or guarantee any respondent inclusion on a potential solicitation mailing list. Each respondent by submitting a response agrees that any cost incurred by responding to this request or in support of activities associated with this RFI shall be the sole responsibility of the respondent. FHFA will incur no liabilities whatsoever to anyone for any costs or expenses incurred by the respondent in responding to this RFI. FHFA is conducting market research to identify potential sources that possess the specific expertise and capabilities outlined in the draft Statement of Work (SOW) attached herein. Based on positive market research results, FHFA may formulate a subsequent procurement strategy and solicitation. The specific purpose of this request is to accomplish the following: 1. Identify the capabilities and strategies of potential companies meeting FHFA's objectives and requirements including related experience and past performance. Information shall contain for financial data: a listing of data elements available, amount of historical data, including financial data from financial filings as well as data from news or research; number and type of institutions that the product covers for commercial real estate, real estate investment trusts, single-family and multi-family real estate and financial institutions including international financial institutions. Information shall contain for real estate data: number of reporting sources and data points or elements included in the product from which the report is compiled; the ease with which data received can be manipulated into various reports and templates for sorting; and a list of data elements available. 2. Verify that the work requirements and objectives are clear, reasonable, and attainable. 3. Gather information that can be used to inform, formulate, and enhance a procurement strategy and solicitation. Please see the attached DRAFT statement of work for more details about this requirement. The existing requirement for these services includes services such as online access to financial information. FHFA requires an Excel add-in for quick and easily downloadable and exportable data. FHFA seeks online access to newsletters, real-time news alerts, news archive, company profiles, documents, events calendar, industry market data, research reports, standardized and as-reported sector specific quarterly financials, presentations, mergers & acquisitions, capital offerings, institutional ownership, peer comparison, credit ratings, analyst estimates, asset-level and regulatory data. The aforementioned information provided is for illustrative purposes and may not be representative of future requirements. It is particularly important for FHFA to understand the cost model for an entity to provide the requirements described in the DRAFT SOW. Information and Input Requested The draft SOW in its current form provides respondents the minimum requirement for the FHFA. It is FHFA's intent to use information gathered in response to this Notice to 1) assist in its market research to determine whether capabilities exist in the market place for these services and 2) to identify potential sources capable of meeting the requirements of the Government. Interested parties are requested to provide written summary of the following information: • A brief overview of your firm's capabilities that addresses the above listed potential requirements including points of contact, phone number, and email. • Your firm's size status for North American Industry Classification System (NAICS) number: 518210 with a small business size standard of $32.5 Million. If you are uncertain of your size status, please see the Small Business Administration's site for more details: http://www.sba.gov/content/table-small-business-size-standards. • Please address suggested pricing structures or any other best practices the FHFA should consider when drafting its solicitation. • A list of clients or experience in these areas with a client point of contact, name, phone number, and email. • Please do not exceed ten pages. However, your firm may submit any pre-created marketing literature to supplement the requirement. • Is your firm a GSA schedule holder or Government-Wide Acquisition Contract (GWAC)? If so, include contract number, and Government POC name, phone, and email. If this does become a firm requirement, and the FHFA decides to request a proposal or quote from your firm, you will be advised. Please do NOT include any non-disclosure restrictions; state your submission is for evaluation purposes only; or submit other similar restrictions. FHFA is conducting market research and may share your inputs with others to develop a potential, future solicitation. Such restrictions eliminate that utility.
