THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO PRE-QUALIFY VENDORS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME AND THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. The United States Senate Sergeant at Arms (SAA or Senate) requires new television studio sets for the Senate Republican Conference's media facility (SRC) located in the Senate Hart Building. The SRC provides media recordings and production services to the members of its Conference and its Standing Committees in an approximately 360 square foot main, and 120 square foot alternate studios it operates. The SAA requires a vendor with demonstrated experience in the design, fabrication, delivery, and installation of television studio sets. The vendor shall analyze requirements; develop draft set designs; upon draft set designs approval, develop detailed set designs; construct, deliver and install the sets; and provide lighting assistance to enhance set pieces. The time frame for completion of the sets will be August 3, 2019, to September 8, 2019. REQUIREMENTS: The SAA invites all qualified sources to respond to this sources sought notice. The vendor response to this sources sought notice shall specifically address three (3) qualification criteria on which their response will be reviewed in descending order of importance. Failure to provide information on criteria 1 through 3 below may result in disqualification of the vendor from consideration. 1. Firm Experience: The primary firm and subcontractors, if any, must provide succinct description of their company, its history and experience in the design, fabrication, delivery and installation of television studio sets and capability to complete this project by September 8, 2019, in maximum of 3 pages; 2. Past Performance: The primary firm and sub-contractors, if any individually, must describe at least three (3) specific projects within the last five years involving the design, fabrication, delivery and installation of television studio sets. The project references provided shall include any other supplemental information necessary to address this criteria. Firms are encouraged to provide any available documentation that would indicate their capability to complete this SRC project on time and within budget, their ability to respond to changing workload requirements and schedules, and the overall satisfaction of referenced project customers with their work; and pictures of the referenced projects. Past performance will be evaluated on the basis of breadth and depth of project references provided, their similarity to the SRC project as well as the satisfaction of clients and overall quality of services represented by the projects described. Responses must include complete and current contact information of project customers' POCs; the Senate will check references as necessary. Each project reference is limited to 2-page maximum (excluding pictures); 3. Assignment of Personnel: The firm must identify principals and individuals with their roles to be assigned to work on this project, and provide their resumes indicating specific experience within the last five years in similar projects involving the design, fabrication, delivery and installation of studio sets; noting specialized experience of the team members individually, and collectively as a team, in the design, fabrication, delivery and installation of studio sets. The response shall not exceed fifteen (15) pages, excluding pictures of referenced projects if any. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor's information. The information supplied in response to this sources sought notice will be used to pre-qualify firms that may be invited to submit proposals. Vendors responding to this sources sought notice and deemed qualified by the SAA, if any, may be requested to submit a proposal in response to a solicitation or request for quotation that may ensue afterwards. The SAA will not conduct debriefings to vendors on the results of this pre-qualification process. Neither the SAA nor the Senate will be responsible for any costs incurred by vendors in the preparation of their responses to this Notice. THIS IS NOT A REQUEST FOR PROPOSAL.
