Solicitation Number: SP451010R1005 Notice Type: Sources Sought Synopsis: This sources sought notice is issued in an effort to conduct market research for information and planning purposes only. The Government is soliciting information to determine the availability of small business firms capable of performing the services stated below. We are only seeking information from small businesses. Large businesses interested in this procurement should continually monitor the Federal Business Opportunities (FBO) web-site (www.fbo.gov)as the solicitation would be posted on this site if issued. DLA Disposition Services has the responsibility of disposing and reutilizing surplus US Department of Defense (DOD) property. DLA Disposition Services receives surplus personal property from DOD activities. In Iraq, DLA Disposition Services seeks to accomplish the following: (1) Redistribute this surplus property to other DOD activities (Reutilization); and (2) Sell surplus property to the public as required by the Federal Property Management Regulations (FPMR). The DLA Disposition Services hasoffices in Iraq that support the Central Command (CENTCOM) Area of Responsibility (AOR). To support the DLA Disposition Services mission to dispose of DOD Surplus/Surplus property in the CENTCOM AOR requires a workforce with certain skills for excess property management and office support to allow the facility to work in a safe, efficient and user friendly manner. Performance of non-personal services to provide all necessary labor (Contract and Alternate Contract Manager(s), Supervisors, Material Handling Equipment Operators, Torch Cutters, Laborers, Customer Service Clerks, and Administrative Assistants) and personal protective equipment to support DLA Disposition Services Offices at Al Asad, Joint Base Balad, Speicher, and Victory, Iraq, within the United States Forces Operations Area – Iraq (USF-I). The contractor will perform a variety of tasks relating to the control and accountability of items from receiving property through demilitarization/mutilation and associated reutilization, transfer, donation (RTD) of property, or other disposal action. Material Handling Equipment Operators shall be licensed in accordance with DLA Disposition Services Host Base requirements, standards implementing applicable OSHA regulations and able to operate various equipment from 4k up to and including 50k forklifts, scrap handlers, front-end loaders, and RTCH used at a DRMO yard. The material handling equipment (MHE) will be provided by the DLA Disposition Services. Personnel will not be required to travel outside the perimeter fence of DLA Disposition Service Offices in Iraq to meet mission requirements. The prospective contractor would be required to obtain passes for entry onto the Base where the DLA Disposition Services Offices are located and utilize the Synchronized Predeployment Operational Tracking System (SPOT). The prospective contractor would be responsible for providing life support for all employees (including those hired to work on the company’s behalf) at DLA Disposition Offices Al Asad, Speicher and Victory to include but not limited to three meals per day per person in accordance with the cultures and traditions of the workforce, fresh water delivery and gray/black water removal, electrical power as well as any associated services, and necessary equipment. The contractor shall provide liquid hand soap, paper towels, and toilet paper for all latrines daily. The contractor will be responsible for regularly scheduled daily cleaning and re-supply of latrines. This includes cleaning the units with disinfectant, emptying garbage accumulation, repairing or replacing leaking units, unstopping clogged toilets, and keeping mirrors, wash sinks, and countertops clean and disinfected. The contractor shall provide, operate and maintain waste management systems and programs for all facilities, to include providing refuse containers and dumpsters, disposal of solid, septic, and food waste, and the collection and removal of grey and black water. The contractor will provide suitable rubbish bins with plastics liners in all accommodation and common areas, and will empty bins on a recurring schedule that keeps the base system functioning efficiently. The contractor will provide bulk storage for rubbish collected from locations throughout the unit and dispose of bulk rubbish in accordance with local regulations. The contractor shall maintain all sewage systems in a manner that avoids overflow of sewage as well as prevents damage to human health and the environment. Public waste management systems do not exist in most locations; therefore, the contractor shall be required to provide pump and disposal services for black and grey water. The contractor will service black and grey water on a recurring schedule that keeps the base system functioning efficiently. If sewage systems do exist, the contractor shall perform maintenance to ensure continuous operation of sewage components to include sewer lines, lift stations, main connections, septic tank systems, oil/water separators, and grease traps. The contractor shall provide weekly linen exchange services and bags for all linens (sheets, blankets and pillow cases) with no later than a three-day (72 hours) turn around, including holidays. The contractor shall accept bulk turn-ins and pick-ups by unit representatives. The contractor shall ensure that linens/articles are adequately tracked and cleaned. Replacement of lost/damaged linens/articles shall be the responsibility of the contractor. The contractor will be required to either have pre-existing living quarters/site or to hire appropriate Third Country National (TCN) staff from existing labor pools at Joint Base Balad to provide adequate life support to contractor personnel during performance under this contract. No final commitment has been made to procure the stated service requirement. Therefore, this sources sought notice should not be construed as a commitment or authorization to incur costs in anticipation of such procurement.
