SPECIAL NOTICE - Industry Day The anticipated NAICS is 488390; and PSC is J019. On Monday, 17 December 2018 at 10:00 AM EST , the Blount Island Command (BIC), Jacksonville, Florida is planning to conduct an Industry Day to provide opportunities for industry to learn about the USMC Prepositioning Program afloat preventive maintenance and corrective maintenance and repair requirements for Navy watercraft staged on the weather decks of deployed OCONUS Maritime Prepositioned Force (MPF) ships. The government anticipates issuing a Request for Proposal ( RFP ) in early 2019 for this requirement. All interested vendors should plan to attend. This will provide the only opportunity for each vendor to inspect the actual working conditions and complexities for this requirement. Background. The NAVFAC Expeditionary Programs Office (NEPO), Sealift Support Office is responsible for Navy equipment assigned to the MPF program. The MPF consists of forward deployed ships in Guam, Diego Garcia, and Saipan carrying NEPO equipment. NEPO's equipment is used in contingencies and training exercises and must remain Full Mission Capable at all times. This requires dedicated personnel to be embarked onboard the MPF ships in order to carry out timely preventive maintenance and to coordinate corrective maintenance and repairs of Navy watercraft staged onboard the MPF ships. The Navy Branch at BIC executes maintenance and logistical oversight of NEPO equipment. The Navy watercraft and support equipment consists of Maritime Prepositioning Force Utility (MPFUB), Lighter Amphibious Resupply Cargo, 5 (LARC-V), Landing Craft Mechanized-8 (LCM-8), and Improved Navy Lighterage System(INLS), which includes: Warping Tug (WT), Causeway Ferry Power Modules (CFPM), Beach Module (BM), Intermediate Module (IM), and the RRDF system which includes the Docking Module (DM), Ramp Module (RM), and Combination Module (CM). [email protected] by 07:00 AM EST on Tuesday, 11 December 2018. •(2) Although a security clearance is not required for the site visit, all contractor representatives will be required to furnish a valid driver's license or a passport as acceptable forms of picture identification for issuance of a visitors pass allowing for entrance to the facility. All vehicles entering the installation must have a valid registration and insurance documentation or current rental agreement. •(3) Additional information regarding access the MCSF-BI is available from the Pass and ID office by phone at (904) 636-3806/3809. Failure to submit proper visit request may result in denial of access to the facility. •(4) The MCSF-BI main gate is located off Heckscher Drive to the immediate left just after crossing the bridge that accesses Blount Island. MCSF-BI occupies the eastern half of Blount Island and is collocated with the Jacksonville Port Authority (JaxPort) who owns the western half of the Island. Visitors are required to check-in at the Pass and ID office on the right hand side prior to the Main Gate. Please allow at least one hour for check-in. Participants arriving after 9:30 AM EST will NOT be included in the Site Visit. •(5) Contractors are to assemble in the Longshoremen parking lot on the left side of the road just past the guard tower inside the main gate at 9:30 AM where a Government representative will be available to escort participants to the appropriate locations. •(6) There will be a short briefing with questions and answers followed by a tour of the ship. Personal Protective Equipment (PPE) will be provided, but please dress appropriately (NO open toed shoes, high heels, flip flops, etc., slacks are recommended for women).
