Shaw AFB requests interested contractors submit a ROUGH ORDER OF MAGNITUDE (ROM) on the cost of performing RAILROAD operationa for a period of ONE YEAR. Shaw AFB is extending its market research effort on the availability and interest of potential offerors in a possible railroad operations contract under the new OMB Circular A-76 guidelines dated 29 May 2003. THERE IS CURRENTLY NO COST STUDY ANNOUNCED FOR THIS OPERATION. HOWEVER, AN A-76 COST STUDY IS BEING CONSIDERED. THIS REQUEST FOR INFORMATION (RFI) IS FOR INFORMATION GATHERING PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL AND IN NO WAY OBLIGATES THE GOVERNMENT TO ANNOUNCE A COST STUDY OR AWARD A CONTRACT. It is 8 miles to from Shaw to CSX interchange. What is the annual railcar volume inbound and outbound? Approximate inbound and outbound is 773 cars each way. What kinds of commodities are being received? JP-8 Fuel What is the size of the rail? 115 pounds Have the locomotives been upgraded with roller bearing trucks? Yes Does the installation plan to receive “bio-fuels” by rail? N/A Does CSX still maintain a local freight office in the area or is Shaw AFB’s traffic movement handled at their corporate offices in Jacksonville, FL? CSX does maintain a local freight office but the railroad deals with a liaison at Jacksonville, FL. The train master is out of Florence, SC. Occasionally, if the liaison is not in the office at Jacksonville the railroad deals with the local freight office or the train master.
