[email protected]. ////////////////////////////////////////////////////// This Screening Information Request (SIR) is issued in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) T3.2.2.3 – Complex and Noncommercial Source Selection. This is an unrestricted competition. Interested parties are invited to respond to this SIR. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this SIR. Therefore, any costs associated with a submission from an interested party will be solely at its expense. Any proprietary or confidential information submitted in response to this SIR should be appropriately marked. I. INTRODUCTION/BACKGROUND Currently, FAA flight services throughout the CONUS, Hawaii, and Puerto Rico are delivered by the Automated Flight Service Station (AFSS) contract (DTFAWA-05-C-00031), with Leidos Innovations Corporation (Leidos). AFSS provides the full range of flight services to users. This contract provides certified Flight Service Specialists who deliver preflight, inflight and flight data services to users via telephone and radios. Leidos provides personnel, equipment and facilities for flight services under the AFSS contract. The FAA provides Leidos with access to and use of its air-to-ground radio, ground-to-ground communications and telecommunications infrastructure to facilitate flight services. All services are provided in accordance with FAA Order JO 7110.10 Flight Services. FFSP Objectives The FAA’s Future Flight Services Program (FFSP) vision is to transform and modernize the delivery of flight services. The FAA believes that costs can be reduced by focusing on changing user behavior and migrating to automated, self-assisted service delivery models, while still maintaining quality of service and safety. Through FFSP, the FAA seeks to create a contract vehicle and establish relationships with the Service Provider, industry and user groups to better position the agency to take advantage of user behavior changes and improved technology. Together, government and industry will work to realize three strategic goals: 1. Reduce the FAA cost to provide Flight Service, with a target reduction over 65%. 2. Encourage the use of technology, industry best practices, and authoritative flight data accessed through SWIM to improve efficiency and quality of service delivery. 3. Facilitate and gain stakeholder acceptance of changes in Flight Service delivery. II. CONTRACT TYPE & PERIOD OF PERFORMANCE The FAA contemplates award of a Multi-year contract with a five (5) year period of performance followed by ten (10) one-year option periods for a total of fifteen (15) years, if all options are exercised. The FAA intends to make one award under this Solicitation. The FAA reserves the right to make no award if such action is determined to be in the FAA’s best interest. III. SET-ASIDE DETERMINATION & NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE This procurement is not a small business set aside. The principal NAICS code for this requirement is 488111 – Air Traffic Control. The size standard for this NAICS code is $32.5M. IV.
