99--Sources Sought Announcement for AFRICOM Surface Distribution Network (ASDN) support services in the USAFRICOM Area of Operation (continent of Africa), from any port of debarkation inland to final country of destination.

This is a Sources Sought Announcement. This is NOT a Request for Proposal (RFP) or an Invitation for Bid (IFB) and does not serve to bind the U.S. Government in any way. Interested parties shall not be reimbursed for costs associated with preparation of their responses. The U.S. Army Regional Contracting Office-Vicenza (409th CSB, RCO-V) is conducting a Sources Sought Market Survey in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify potential firms that have the skills, experience, knowledge, and capabilities required to perform the following potential requirements: AFRICOM Surface Distribution Network (ASDN) support services in the USAFRICOM Area of Operation (continent of Africa), from any port of debarkation inland to final country of destination. The ASDN will require a vendor capable of providing In-Transit Visibility (ITV), cargo movement reporting and submission of daily operational reports, sealing operations (bolt, cable or other), establishment and operation of cargo staging areas for temporary holding, sorting and distribution of cargo enroute to final destination, provision and operation of all Material Handling Equipment (MHE) at origin, stating and delivery areas, all Cargo handling, and conduct of washing operations for containers. Vendor must additionally be able to provide and trend/transit time analyses and obtain Customs clearance for border crossings Responses to this Sources Sought Announcement shall include: 1) Capability to perform in the above locations (if regional provide capability) 2) Timeline to become fully operational in the above locations 3) Relevant history performing Surface Distribution Network functions outside the continental United States or European Union This Sources Sought Announcement serves as Market Research only, not a firm commitment on the part of the U.S. Government nor does it constitute an order.
