The Defense Energy Support Center is seeking potential sources for an optimization project to provide Contractor-Owned, Contractor-Operated (COCO) bulk jet fuel (JP-8) receipt, storage, and issue services at Mountain Home Air Force Base (AFB). Mountain Home AFB, ID is approximately 40 miles southeast of Boise, ID and is home to the 366th Fighter Wing. The base currently has two cut and cover bulk aviation fuel (JP-8) tanks with approximately 36,000 (36K) barrel (bbls) capacity each. The bulk facility provides fuel directly to R-11 refuelers via truck fillstands, directly to hydrants for alongside refueling, and to hydrant operating tanks for flightline support. The base receives approximately 20 million gallons of jet fuel annually via a dedicated 12 mile pipeline from an off base storage depot and via tank truck deliveries. The base’s bulk JP-8 storage tanks will be removed from service by the government. The services sought will NOT include demolition of existing tanks, conducting alongside aircraft refueling, or making truck deliveries. Expressions of interest are due by December 31, 2008.
