688th Cyberspace Wing Support Service Contract

The 688th Cyberspace Wing (CW), headquartered at Joint Base San Antonio-Lackland, Texas, is aligned under Sixteenth Air Force (Air Forces Cyber), Air Combat Command. Wing Support Service contract provides support to functional and subject matter expert (SME) to wing staff agencies and subordinate organizations. The contract support involves obtaining data, performing analysis; making assessments, evaluations, and forecasts; designing and assessing current, developmental and projected air, space, electronic, and electro-optical threat systems; and providing reports related to worldwide developments. The requirement is expected to be awarded utilizing FAR 16.505 Fair Opportunity competitive procedures and will be 100% set-aside to an 8(a). The contract is expected to be a task order (TO) awarded against the U.S Government Service Administration (GSA) 8(a) Streamline Technology Acquisition Resource for Services (STARS) III contract with a CLIN structure of Firm Fixed Price (FFP) and Cost Reimbursable (CR). The contract will consolidate the following contracts: 47QFWA20P0009, 688th CW Cyberspace Support Services, GSA open market competitive Purchase Order (PO), 100% 8(a) – The PO was a Time and Material (T&M) type contract. FA877317F00A9, Collaborative Services, a 100% set-aside Small Business (SB) TO awarded on NETCENTS, an Indefinite Delivery Indefinite Quantity (IDIQ) contracting vehicle - FFP and Cost Reimbursable (CR). The benefits of consolidating these contracts substantially exceed the benefits that would be derived from each of the alternative contracting approaches, and are not all quantifiable in dollar amounts. Single contract for all personnel will enable the contractor to realize resource efficiencies and allocate those resources to meet rapidly changing cyber mission needs. This flexibility will enhance mission effectiveness, increase schedule efficiency, and reduce resource overhead costs. Funding is a year-to-year critical factor in maintaining contracts. With mission effectiveness, schedule efficiency and reduced overhead costs, cost to fund one contract is lowered by one senior level contractor lead. Both the 346 TS and 318 RANS are critically short of military and civilian personnel; therefore, through optimization and transformation efforts, streamlining contract management is necessary for equitable contractor resource management and continuity. A single contract will significantly reduce Government contract administration man-hours and acquisition lead-times by eliminating duplication of effort and resources required for multiple, parallel acquisitions that are working towards the same common goal. A single contract vehicle will also provide an opportunity to capitalize on efficiencies supplied by the contractor, such as a reduction in administrative hours for oversight, streamlined organization, and a single COR accountable for contract performance. Having multiple contracts that support the same workload places a substantial burden on Government personnel who would be better suited in accomplishing the mission rather than administrating duplicate contracts.
