The Contracts Department of the Fleet and Industrial Supply Center, San Diego (FISCSD) is issuing a Request for Information (RFI) synopsis in order to obtain information on the manufacturing, transportation and installation of a granite slab table for the Naval Postgraduate School (NPS) located in Monterey, California. The Government is interested in learning and receiving feedback on the requirements and procedures available in the marketplace for the manufacturing, transportation, and installation of a granite slab table for Spacecraft Robotic Research. This is NOT a development effort. This is not a Request for Proposal (RFP) or a Request for Quotation (RFQ); it is strictly a Request for Information (RFI). Neither unsolicited proposals nor any other offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked as proprietary will be handled accordingly. All information provided will be considered Government proprietary information, business sensitive, and will not be released to anyone outside the Government. Submissions should be marked SOURCE SELECTION SENSITIVE - SEE FAR PART 2.101 AND 3.104. Description of the requested item and Specifications A granite slab table is needed as a high-precision granite support surface to float spacecraft robotic simulator over it. This allows the spacecraft robots to have a frictionless surface that is representative of real space environment. The granite table has to be manufactured, transported to NPS, and installed at the NPS Spacecraft Robotics Laboratory (Room Halligan 024a). Note: Granite material is required as it constitutes the standard material used for this type of applications, as it guarantees high stability and accuracy. Technical Specifications for the Granite Slab Table • Size/Material o 13’ x 13’ x 1’, 0-ledge, granite o Lowest possible level of radioactivity o Dark color – grey or black o No scratches or imperfections • Planarity accuracy o 5/10,000 inch – whole surface o Grade AAA surface finish, including any “sagging effect� o Contractor shall certify in writing guaranteeing planarity accuracy • Granit mounting support o Isostatic support – 3 points of support, 3 ft from the ground • Precision leveling mechanism o leveling mechanism that would allow the slab to be set the horizontality o The leveling mechanism needs to provide capability of manual leveling with continuous adjustment o This leveling mechanisms should be such that can be manually operated by non-specialist personnel at NPS at any time after the installation of the slab • Threaded insert o 32 screw threaded inserts (type: 3/4-10) o Located on the lateral sides of the slab (8 on each side of the slab) • Oversight o representative of the granite manufacturing company be present during delivery and installation o providing on-site supervision of off-loading of product during o installation of the slab and assistance to level the slab to the best achievable accuracy o Teach lab staff how to operate and upkeep the granitite table • Warranty o The warranty needs to cover any damage to the granite and other equipment, which has to cover three phases: manufacturing, transportation and installation. It’s critical that no scratches or imperfection in the granite are created during the transportation and installation (see size and planarity accuracy) Installation of Granite Table • It is requested that specialized riggers with previous extensive experience on the moving and installation of similar equipment • Move the 8 by 4 by 1 ft stone table currently in room Ha 24a to Room Ha 34 • Off-load the new granite slab table from truck • move the granite table inside Halligan hall on the mezzanine floor • Move the granite from floor 1 of Halligan hall to floor 0 of Halligan hall, by using a riggers’ company provided crane. • Move the granite into the room Halligan 024a horizontally. • Work to be preferably performed on a Saturday to minimize NPS traffic • The riggers company needs to work in close relationship with the NPS public works which will provide essential assistance for this work (load analysis of floor) Interested vendors are encouraged to provide a high level summary response to the Government’s requirements as well as comments on the Draft Performance Work Statement (PWS). It is requested that those interested, contact the below contract specialist to sign up for a prescheduled site visit (date TBD). Vendors should be prepared to provide information based on industry knowledge and the above specifications requirements.
